Hail Pfluger

The basis for this reference became that fact, that from an official site of news agency of Uzbekistan, on dispatch of e-mail for December, 12th, 2005, the message on a meeting of the President of Republic Uzbekistan with the state secretary of the Ministry of Defense of Federal Republic Germany Fridbert Pfluger has been received. On a rank, its post is equated to the first deputy minister of Defense.

 From official sources, follows, that Tashkent and Berlin have agreed about prolongation of stay in Termez German military base.

 From informal, but reliable sources, project UZBEK-PEOPLE knew, that the parties have signed a number of contracts, among which, continuation of military-technical cooperation and delivery of arms. The parties to find legal "opening" around of sanctions of the European Union, but all contradicting the Charter of EU.

The parliament of the European union, has entered sanctions against Uzbekistan, for bloody events in Andizhan and refusal of official Tashkent of carrying out of the international and independent investigation of the Andizhan events.

 During too time Uzbekistan has demanded from other members of an antiterrorist coalition to leave territory of the country, having curtailed the military bases. Not the secret, that official Tashkent has forced many European states to close humanitarian and information offices inside of the country.

For the expired month, it already the third and roughest infringement of the basic obligations by Germany taken by this country within the limits of the Charter of EU and sanctions of Euro Parliament.

 Having armed with the facts, we ascertain events of last days.

 The first, the Embassy of Germany in Tashkent has given out the visa to the operating Minister of Internal Affairs of Republic Uzbekistan, Zokir Almatov. It names the main originator of execution of peace inhabitants in Andizhan. It is the roughest infringement of the Decision of Euro Parliament about the entered sanctions against a ruling mode.

 The second, on solemn wires of the former chancellor of Germany, Gerhard Shreder in Hanover, among officials, was the above-named minister-executioner.

 The third, but not the last, a meeting of the President of Uzbekistan with the high-ranking official and signing of the contract about prolongation of stay of German militaries in Termez that there is a demonstration of the devil-may-care attitude by Germany to Decisions of the European Union and on torture Uzbek people.

 It is necessary to note especially a position, both former, and present leaders of German political elite to human rights and a freedom of speech in Uzbekistan. During already almost 10 years, the German charitable and humanitarian organizations, really support only, those public organizations in Uzbekistan which are true a general line of President Karimov. Welfare funds, in independent journalistic investigations have been convicted in not a target expenditure of means of Uzbekistan, cooperation with power structures and support of the organizations patronized by the Uzbek mafia.

 The newest History of Uzbekistan already has a sad example, military-technical and humanitarian cooperation with the USA when the American politicians, for the sake of military and political presence, shut eyes to monstrous crimes against humanity in this country. The price of such "cooperation" by all well-known. Infringements of human rights, silence of the United Nations and OSCE incessant the complaints about tortures, any kidnappings, extrajudicial executions, prosecution of opposition and infringement of a freedom of speech. In camps of death of Uzbekistan, continue to make torture and to kill heterodoxy and freedom. All this also has ended democratic show of the USA - Uzbekistan, the Andizhan tragedy.

 Really German authorities do not know about it? Or they use reports of the governmental organizations which inform, that with human rights in Uzbekistan everything is all right.

 Today, we witnesses, that the same mistakes are made by Germany. This political leapfrog will result in what new tragedy of Uzbek people, anybody does not know. But that that Uzbekistan on a threshold of civil war, nobody will challenge this fact.

Whether so the democratic European states, for the sake of military presence is admissible, what, measured to suffer mass reprisals, tortures and murders of peace citizens?

 On the basis of the stated text, project UZBEK-PEOPLE, brings for discussion the recommendations.

 Considering sanctions of the European Union against Uzbekistan.

 Considering the facts of execution of peace inhabitants in Andizhan and the subsequent reprisals.

 Considering, that Uzbekistan, a totalitarian police state, with decorative elements of pseudo-democracy.

 Considering, that in Uzbekistan, during 14 years, the ruling mode systematically spends the mass reprisals inherited from a Stalin regime. 

Considering, that in Uzbekistan, the system of camps and prisons for the maintenance objectionable to a mode of people is constructed. 

Considering, that in Uzbekistan, authorities pursue a policy of application of tortures and prosecutions of opposition. 

Considering, that Germany has already been convicted of a problem of tortures in the Europe.

 Considering all positions of the Charter of the European Union.

 Considering, that the Decision of the European Parliament, for the countries convicted of tortures or cooperation with this harm, can cost to the countries to participants of EU, a vote.

 Considering all other recommendations EU.

 Project UZBEK-PEOPLE asks the European Parliament to condemn the hypocritical policy of the Bundeswehr in cooperation with Uzbekistan.

 To the organizations on protection of human rights to organize protest actions and pickets at Embassies and Consulates of Germany.

 To inform the Bundeswehr, that Decisions of the European Parliament, are obligatory for all countries of members of the European Union.

 To inform the Bundeswehr, that nothing can be the justification of tortures and other infringements of fundamental laws and freedom of the person and that cooperation with the countries where tortures practice. There is a partnership in these villainies.

 The given fact, should become a subject of the serious, independent and open trial within the limits of the European Union.

 For disrespect for the Charter of the European Union and Decisions of the European Parliament to deprive Germany a vote, for the period of one year, for military-political cooperation with a bloody, dictatorial mode of Uzbekistan that proves to be true three last facts.

 To mass media and the organizations under human rights to distribute the text of the given reference.
