            Former and operating employees of militia of Uzbekistan, I approve, that Almatov the initiator of tortures in Uzbekistan. There is recognition of the maximum militia, about more, terrible crimes Zokir Almatov.

Considering, that no state can be reconciled with tortures both extra judicial punishments and mass reprisals.

Considering, that the Charter of the European Union does not allow cooperation with dictatorial modes, which Uzbekistan is.

Considering, that the European police, is obliged to submit to Decisions of the European Union.

Considering, that in hands of the International justice there can be one of bloods criminals of the present.

Considering, that Zokir Almatov, has received the visa contrary to the decision of EU, by political blackmail.

Considering, that the European Union shows genuine interest to carrying out of independent international investigation of tragically events in Andizhan on May 13th, 2005, revealing of true and punishment guilty.

Considering, that people of Uzbekistan, is the same integral part of mankind and accordingly, crimes against people of Uzbekistan, is - crimes against humanity.

Considering, that treatment Zokir Almatov can pass and in prison hospitals where service is not worse than in usual medical establishments.

Considering, that the International community has experience of attraction to the responsibility for crimes, August Pinochet that also was sick, but arrest has not prevented to its treatment, and doctors were free supposed to the arrested patient.

 The recommended actions for all interested organizations and private persons.

 To the European Union urgently to bear on voting a question on arrest Zokir Almatov, Minister of Internal Affairs of Republic Uzbekistan, for crimes against people of Uzbekistan and the legend to its Court of the International Tribunal.

To the government of Germany to take urgent measures for arrest Zokir Almatov.

To the government of the Great Britain and the USA as interested in independent international investigation of the Andizhan tragedy, urgently to give the petition to the Government of Germany and EU, about arrest Zokir Almatov.

International human rights organizations, urgently to lead the action recommending to the government of Germany to arrest Zokir Almatov while it is in territory of this country and to not admit, that it has left limits of the European Union, that, having avoided the responsibility.

To public organizations, democratic associations to lead pickets and meetings at Embassies and Consulates of Germany worldwide, with the requirement to the Government of this country to arrest Zokir Almatov.

To the European law enforcement bodies to lead immediate measures to detention Zokir Almatov.

To the international Tribunal to begin actions on investigation of crimes against humanity in Uzbekistan.
